I have problems with a lot of background noise from the sound card while under kernel 4.16.x i have tried to localise it but the only thing that worked was downgrade to kernel 4.15.x. I did this before I ended up with Neptune, since I have this on all releases its no big problem or negative thing towards Neptune. The question is if there's an easy way to down grade.

I have tried to kill different parts of the sound system so circle in the problem but I haven't found the offending package yet more than that it goes away if I load 4.15 kernel.

It might be a kernel issue then or could be a configuration change from 4.15 to 4.16
You could try playing around with alsamixer -c0 settings in the terminal or try deactivating the powersaving feature of the soundcard driver.

Maybe a newer 4.16 version or 4.17 will fix this issue aswell.

It's not a kernel issue, some where in KDE... configuration changed at the same time as kernel 4.16 was released. Seems to be specific to AV200 chipset on the sound card...

There is nothing sound related that changed in Plasma though.
Plasma uses the phonon backend to produce system sounds for notifications and such. Only a limited bunch of apps use the same output like amarok.
All other applications usually use their own way of accessing the audio hardware via pulseaudio or alsa.
