From a technical point of view nothing has changed in regards to the printing infrastructure.
So still not sure what the issue here is.
Have you tried searching for people with the same issue on the net?
Maybe there is a solution somewhere.

I tried printing to my LaserJet printer from another KDE Plasma Live DVD, solydk_9_64_201807.iso.
I was able to install a printer driver from the Live DVD. After that, I could print pdf documents from okular and .odt documents from LibreOffice Writer.

Now am back to Neptune 5.3 from my hard drive. I tried printing pdf documents from okular, text documents from kate, and odt documents from LibreOffice 6.0

For each of these three applications, no job appeared in the print queue. Only LibreOffice displayed an error message, a dialog box reading,
'LibreOffice 6.0
X Could not start printer.
Please check your printer configuration.
[ OK ] "
I also checked the USB connection, because the printer is connected via a USB cable:

Is there a way to reinstall the printer driver, either from the web or from the Neptune 5.3 LiveDVD, without reinstalling the operating system, and hope that it works ? That would be much simpler than reinstalling the operating system.

From the error message I would recheck again if the printer isn't set to paused mode.

"No jobs" is shown when I click the Jobs tab, even though I have tried to print many different documents from many different applications today.

Judging from the lsusb output above, I'm guessing the hardware connection is intact.

A closer look from http://localhost:631 reveals numerous error messages:

The last idea that came to me was "Why don't I delete this printer driver, which doesn't work, and reinstall another one?".
So I did that via http://localhost:631
First I deleted the printer.
Then I re-added the printer. I let CUPS pick up its name and local address, and then
I installed the postscript driver (the one with the word postscript at the end)

Driver:    HP LaserJet 2200 Postscript (recommended) (grayscale)
YAY, it works!
The printer printed a text file from kate, selected pdf pages from okular, and an odt
file from Libre Office, all without delay. Apparent this interface works using the web.
